Any actual way to use 2 departure runways?

I have 36 med stands and 2 departure runways, stagger at one end. No matter what, 95% chose the same runway and I get the dreaded airplane stack of a bunch of planes.

I ended up creating bug ACEO-37570 this has happened across multiple different saves on different airports
