As of beta is baggage bay only allowed to be placed in secure area? Tried to plop in staff area and it said must be placed in secure area. So I made the area secure/staff but is this a bug or working as intended?

Yes, this has been a planned change for some time as we’ve seen multiple issues over the past few alphas where this type of inconsistency can confuse players. More specifically we saw that it was quite common to have your baggage bay unaccessible as you would build it in an area that’s sealed off with secure zones, but then forget to actually zone the baggage bay. Plus, baggage handling areas are quit high-security-profile places in airports too so…
