The delivery trucks are just entering and circling around therefore I cannot build anything. I tried to move the drop off point around the zoneable area and also tried some of the fixes in earlier threads. On top of that I submitted a bug report but would rather get an answer here too. I can provide a screenshot at a later time
Where is the dropoff located? outside or inside the airport perimter?

Place your delivery site at the input road by the world tunnel and see if that resolves the issue, you very likely have some form of pathing issue that causes deliveries to not be executed correctly.
