Very often when I want to sign a food/shop contract, the green Sign button is light-green and not clickable. Even when the checkmarks indicate that all needs are met. Closing and opening the room-dialogue a few times sometimes solves it.
I found that right-clicking on the restaurant/store does give an active singable contract every time… A weird workaround that may help you find the cause of this.
