There’s a feature request section with numerous threads. They’re actively working on the multilevel airport right now.
Tunnels won’t be necessary because they can just travel under the airport terminal on the roads.

Yes. Put the road through the terminal and then use cross walks. Passengers (PAX) will continue on as though nothing has changed.
