When you play difficulty extreme atm, you just have a very low budget to start with. When you Leverage up your loans over time, you can easyly play that for now.
A suggestion for the future;
Easy; Current set buildings at start game
Extreme; Buildings unlock from a start set one by one.
In between you can differentiate the build set, make buildings onlock on targets;
- X number of flights (for each new stand)
- X number of runways (every extra Vehicle depot)
- Etc, etc.
Then you have to prove your skills in a limited capacity.
