I was wondering if users can upload maps to the steam workshop or to the forum and let other users download them and improve them?
What do you mean with downloadable maps?
in the steam workshop, users can only upload franchises, contaratists, airports represantations in the world and airlines
Yes you can upload your map to the steam workshop and you can download other players’ maps from there as well.

It is your ‘map’ but not only the map it’s the a save game you upload, so you will upload the stage your airport is in at that moment of time including everything.

In your list of saves (in game) click the little Steam icon on the right edge of the list.
