Many airports, Orlando International Airport for example, use elevated roadways to allow check in to be located on the upper floor of a terminal, with baggage claim below it. Now that we have multiple floors to utilize, and even underground tunnels for roads, I think it would be a great time to look into elevated roadways, sidewalks, and vehicle stops. These should be allowed to be placed over other roads/stops to allow for a stacked terminal like we often see at real airports.
