How can I edit published work?

Is there any way to edit published work of others? I would like to edit an AirFrance pack on Steam to remove medium aircraft so I only get long haul flights. I have no intention of re-uploading and just want to modify for personal use. Are the mod files stored somewhere on my PC? If so, where. Any help is appreciated.

Downloaded mods are in your Steam folder.
\SteamApps\workshop\content[game id][mod id]
