I was thinking that private coach service, limousine and taxi services to the airport could be done by contract. Buses and metro would be public investment, so maybe the airport pays some towards that type of service.
Love the idea of inter-terminal buses, people movers, and moving walkways through tunnels maybe.

When will this be released since I am hoping it will be realesed before the game is fully out.
