Feature request title:

More Realistic Air Traffic Control Towers.

Description:

Allow for ATC towers to be built on any floor besides underground, so floor 0,1,2, and 3. Would apply to all three ATC towers currently in the game.

Why it should be implemented:

Right now in the game, you can only place ATC towers on the ground floor. This does seem unrealistic to me as many airports like OMBD (Dubai International Airport), KJFK (John F. Kennedy International Airport), and many others have their control towers on top of the terminal. This saves space and allows them to see further with a shorter tower.

I approve, I can sorta make this tho by making a tower above the terminal, then using my original staff room, not allowing administrators, then making a staff room at the top of the tower, then putting windows, then finally only allowing administrators.
