Passenger in front of boarding gate get stuck (35mins after expected TO time)

Hi all,
I report the following situation:
Departing time 20.40
Simulation time 21.15 (35 mins of delay)
2 passengers still to be boarded…and they were in front of the boarding gate doing nothing (they were saying “i’m going to the boarding queue”).
