The passengers and some staff members cant pass the security ceckpoint.
They are just laying around.

There’s a notification stating that you have an arriving passenger transit capacity issue, it’s likely that those passengers are waiting for check-in to start for delayed flights and that the passengers who should be passing into security have not even arrived yet.
I recommend starting out by building more subway entrances or bus stops to see if the problem resolves itself.
