Why is it possible to place a stairs under a terminal, going to -1, without a terminal area on -1, but then if you want to go with a stairs from -1, to -2, you have to build a terminal ground again, because a stairs can only be under a terminal block?

Can’t answer your question, but geez I would love that many cars in my carpark. I can have a single bus stop on the other side of the carpark and people still refuse to park in mine. Even for free, last few airports I haven’t even bothered.
