Kind of like what Prison Architect has, with grass, sandy plains, even marshland. Maybe even combine it with highways (and perhaps railways) running around the map, which you can connect to your airport or run around the airfield.
You can even have a “Narita Mode” where random small buildings pop up all around and cost millions to demolish.
