When I first build a fuel depot, all is fine. But after a while, incoming trucks (both delivery and refueling) start spinning around like crazy. Sometimes they stop, sometimes they don’t.
It is just aesthetics, as they do seem to be loading just fine.
Aviation fuel has to be well stirred to guarantee best quality. 
Never saw that in my game actually but will have a look for it.
I thought it was shaken, not stirred…
