I have a passenger stuck, not moving, and has been like that for several days now.
I’ve submitted the save file to the Bug Report section.

Can you maybe post a screenshot that shows the issue?
I think we have a fix for this ready in the pipeline but can you do a bug report and send us the saves and I will expedite this issue.
I had the same issue with some passengers standing in the non-secure area, in a bathroom (obviously watching other people doin their “business” 
). When I had to redo the bathroom anyway they “unstucked”.
I my case it could have been because I didn’t have any seats in the non-secure area, but I am not sure.

This had happened to me on a much larger scale, but I did resolve it. I don’t know if it’ll work for you, but you can try:
I tried resetting passenger nodes and sending PAX home (from the F10 console) but they did nothing. Upon saving and reloading my game, they just all decided to leave.
