This isn’t really a bug - more a design flaw. If you put a tunnel entrance paralell to a road - in this example, a service road - it’s possible for the vehicles to pass through the barrier on the side of the tunnel entrance ramp. This seems to be causing a few jams!
If this could be modified so that it’s not longer possible for vehicles to cut the corner, it would improve things
