I successfully connected the baggage bay to check in desks and two medium stands. The baggage handling is active. The tutorial does not check this item on the list even though I have successful loaded and unloaded many flights. I do have stands that aren’t not currently connected due to scheduled flights. Is that the reason why? Do all stands have to be connected? I have been spending lots of time of this. Any help would be appreciated!!!
Just a wild guess; what if you unload / load a small plane? Maybe it does not register on medium stands.

Could be a bug. Can you submit a report and I could have a look at it. What happens if you do connect all stands?
It was fixed by connect a small stand to the baggage bay.
