How do I raise my Terminal quality rating above 25%, it’s stuck there regardless of what I build? Is this a bug?

At least I can not confirm it’s stuck, but I think it’s a bit unclear what the detailed factors are about it…
Normally never drops under 50%, but not coming over 80% at my airport…
Building only best items (seatings a.s.o.) and putting lots of decoration everywhere.
Edit: And lots of HQ shops/cafes/bathrooms/staffrooms, everywhere…
Does seem like a bug to me. Built over 100 items of decoration, hasn’t moved a single percent. Reported it in case it is indeed a bug (ACEO 23378)
